A Rain Bird rotor head that won't rotate is typically caused by debris/clogging, low water pressure, broken internal gears, or incorrect arc settings. Flush the system by removing the nozzle, check for grass obstructing the riser, and ensure the pressure is at least 30-50 PSI. If cleaning fails, replace the internal "guts" or the entire unit.
