Yes the timer will work on a 3'' valve. You could do the 400A-000 with a Hunter ICV-301 as the DIG 400A controller comes with a solenoid adapter so it will fit on Hunter brand valves.
As far as that scheduling goes, no this controller cannot operate that way. You will need to go with the 710AP-000 and then the Hunter ICV301 for a 3'' valve with timer that has that scheduling ability.
