Does this unit provide the controller all the data it needs for weather adjustment. Is this a replacement for SLW1?

No, the SLW5 is the replacement for the SLW1. The SLW5 is the smart watering sensor that has the weather station capability.
The RFS5 is just a wireless Rain & Freeze sensor.
