What's the purpose of on and off switch on this water valve

That is for manual operation of the valve. If the valve is hooked up to pressure and is OFF. You can turn the solenoid to the ON position to manually activate the valve. When the valve is connected to power, the solenoid will always be in the OFF position if you are activating it the from a controller.
